onSetRootAndSizeSpec

This callback gets called every time a ComponentTree commits a new layout computation. The call is executed on the same thread that computed the newly committed layout but outside the commit lock. This means that in practice the calls are not guaranteed to be ordered. A layout X committed before a layout Y could end up executing its MeasureListener's callback after the callback of layout Y. Clients that need guarantee over the ordering can rely on the layoutVersion parameter that is guaranteed to be increasing for successive commits (in the example layout X callback will receive a layoutVersion that is lower than the layoutVersion for layout Y)
